What benefits are available to disabled people?

To obtain disability benefits, you must take an annual MSA, in which doctors check whether a person remains disabled. This status is given to persons who have a persistent health disorder that limits their capabilities and interferes with a full life. In fact, citizens with disabilities are not socially protected, since their physical condition does not allow them to work fully. Therefore, they are in dire need of government support.

Legislation guarantees such citizens various types of material government assistance:

1. Disability insurance pension. This option is available to people who have any officially confirmed work experience for which insurance premiums have been paid. Here the pension is calculated based on the pension savings of the disabled person.

— True, in some cases the pension experience may be so short that the assignment of a labor pension is inappropriate. In this case, an alternative option is possible - a minimum social pension, notes Pavlov.

2. Social disability pension. It can be assigned to any person with a Russian passport. The absence of any criteria makes this type of pension the only one available to disabled children, disabled people since childhood, and disabled people with no experience.

3. State pension. These payments are due to people who fall under the relevant government regulations, presidential decrees and federal laws.

Who can receive the status of a visually disabled person?

The following categories of citizens can obtain the status of a visually impaired person:

  • persons with limited vision who cannot independently take care of themselves at home and engage in work activities;
  • blind people.

Causes of vision loss

There are several reasons why a person may become completely or partially blind:

  • congenital defect;
  • age;
  • disorders in the eyeball;
  • industrial or other injury.

Legislation

The legislative act regulating the issue is Federal Law No. 181 “On Social Protection of the Population” dated November 24, 1995.

Disability pension amount

The size of a disability pension depends largely on the type to which it belongs. Further, experts point out that it is necessary to start from each group separately.

Since the beginning of 2021, disability insurance pensions have been indexed by 6.3%. The bonuses that pensioners received were increased by the same percentage - for dependents, experience in agriculture, and so on. Indexation applies only to non-working pensioners.

On April 1, 2021, the social pension is planned to be indexed by 2.6%. This percentage was determined based on forecasts by the Ministry of Economic Development and will be adjusted in the future if the actual growth of PMP turns out to be different.

How is disability registered?

Answering the question of how to obtain a visual disability in Russia, let’s say right away that the process is long.
The first thing a person should do, realizing that he has problems, is to consult an ophthalmologist. Perhaps the doctor will prescribe treatment that will help improve your health. If the treatment does not help, you should take a referral from the doctor for a commission. It is carried out in a special medical center located at the person’s place of residence.

Once a person receives a referral, they will need to gather general information about their health. To do this you will have to undergo a full examination. Procedures such as:

  • Ultrasound;
  • tomogram;
  • cardiogram;
  • tests.

Important: After the person has passed all the examinations, the referral to the commission will be signed by the chief physician of the clinic. This is the last step before passing the commission.

How does the medical commission make a decision?

The commission makes a decision to assign disability on the following grounds:

  • referral to a commission;
  • statements;
  • ID + copy;
  • a notarized copy of the work record book;
  • medical card;
  • act on the injury received that affected blindness (if any).

Disability can be temporary or permanent - according to the decision of the commission. Permanent disability allows you to no longer attend the commission. It is given for life, but only if it is impossible to restore vision, at least partially.

Important: Temporary disability means that the commission will need to be taken again when the deadline approaches (the period is 1 year).

Additional factors

Additional factors influencing the decision of the medical commission are:

  • the need for social protection;
  • the need for help from outsiders;
  • cause of vision deviation;
  • age of the citizen;
  • diagnosis;
  • is it possible to restore sight to a citizen;
  • if it is possible to restore sight to a citizen, how long will it take to do this;
  • to what extent the citizen has lost his ability to work;
  • can a citizen acquire new professional skills for employment;
  • Is it possible to reverse the process of vision loss?

Documentation

In order to pass a medical examination and receive disability, you will need the following documents:

  • ID card (original and copy);
  • referral from the clinic;
  • a citizen’s application for a medical examination;
  • work book - a notarized copy;
  • outpatient card;
  • extracts from the clinic;
  • report of a work-related injury, if any.

State disability pension

For military personnel whose disability is related to an injury received during service, the pension amount is:

  • disabled people of group 1 - 300% of the social pension or 34,511.64 rubles;
  • disabled people of group 2 - 250% of the social pension or 14,379.75 rubles;
  • disabled people of group 3 - 175% of the social pension or 8,556.03 - rub.

If during your service you received a serious illness that caused disability, then the amounts are as follows:

  • disabled people of group 1 - 250% of the social pension or 28,759.7 rubles;
  • disabled people of group 2 - 200% of the social pension or 11,503.8 rubles;
  • disabled people of group 3 - 150% of the social pension or 7,333.74 rubles.

Those who suffered from man-made disasters are entitled to the following amounts:

  • disabled people of group 1 - 250% of the social pension or 28,759.7 rubles;
  • disabled people of group 2 - 250% of the social pension or 14,379.75 rubles;
  • disabled people of group 3 - 125% of the social pension or 6,111.45 rubles.

For participants in the Great Patriotic War who have a disability, the pension amount is:

  • disabled people of group 1 - 250% of the social pension or 28,759.7 rubles;
  • disabled people of group 2 - 200% of the social pension or 11,503.8 rubles;
  • disabled people of group 3 - 150% of the social pension or 7,333.74 rubles.

Heroes, oh, are given a pension in the following amounts:

  • disabled people of group 1 - 200% of the social pension or 23,007.76 rubles;
  • disabled people of group 2 - 150% of the social pension or 8,627.85 rubles;
  • disabled people of group 3 - 100% of the social pension or 4,889.16 rubles.

— Disabled cosmonauts of the 1st and 2nd groups will receive 85% of their allowance. For cosmonauts recognized as group 3 disabled, their pension is equal to 50% of their salary

One-time cash payment (UST) to disabled people

Such government support can be expressed in the form of cash or in-kind assistance. The disabled person chooses which form of assistance is preferable for him.

The in-kind form of assistance implies one of the privileges such as a telephone landline, social services, annual travel to a sanatorium or dentures once every five years.

The material form of EDV is represented by monetary assistance depending on the established group.

A citizen with limited functions independently decides which services to use and which to refuse in favor of monetary support.

Benefits for disabled people of group 1

Among the benefits guaranteed to citizens with 1 group of disability are:

  • EDV - 3896.43 rubles;
  • 50% discount on utilities;
  • housing subsidies;
  • educational preferences;
  • free use of all types of city public transport and 50% discount on other types of transport;
  • preferential prosthetics, sanatorium stays, medications;
  • a list of social services such as benefits for funeral expenses, a qualified nurse, etc.

If a citizen’s income does not reach the minimum wage, then he is entitled to a federal subsidy, the amount of which is determined by the region of residence.

Transport benefits

Visually impaired people of group 1 have the right to free travel in all types of urban transport, except taxis, or in the administrative district at their place of residence, if this applies to rural areas. Also, once a year, such disabled people can take advantage of a fifty percent discount on round-trip intercity travel in all types of transport.

For disabled people and their accompanying persons, it is possible to travel once a year in both directions to the place of treatment.

Let's look at an example . Group 1 visually disabled Nikolsky E.A., living in the village. Rubezhnoe, Smolensk region, it is necessary to undergo inpatient treatment at the City Hospital for the Prevention and Treatment of Eye Diseases in the city of Yekaterinburg. In order to get there, the disabled person took advantage of a discount and purchased round-trip tickets at a reduced price.

Payments and preferences for group II

If the second group of disability is established, citizens can work with the use of auxiliary devices. Such patients are able to move independently and easily navigate in space.

Confirmed group 2 gives a disabled person the right to:

  • EDV – 2783 rubles;
  • federal subsidy when the amount of payments is below the monthly minimum;
  • use of public transport is free;
  • 50% payment for travel on other types of transport;
  • medicinal and educational preferences;
  • free dental prosthetics;
  • annual sanatorium holiday;
  • free medical equipment and devices to improve the quality of life of a disabled person, such as orthopedic shoes, hearing aids, etc.;
  • 50% discount on utility bills;
  • improvement of living conditions under the subsidy program.

Fixed payment for disability group 2 – 6,044.48 rubles. It increases depending on dependents. Also, the amount of payments increases if a certain northern experience is accumulated.

Social benefits and benefits for group III

In the third disability group, citizens are diagnosed with a persistent and serious illness, but they are quite capable of working if favorable working conditions are created.

The state provides for persons with group 3:

  • fixed financial assistance to the insurance pension - 3,022.24 rubles, it increases in accordance with family status, the number of dependents and northern experience;
  • EDV is 2228 rubles;
  • federal subsidy for those who receive a disability pension less than the minimum monthly wage;
  • 50% payment for housing and utility costs;
  • housing subsidies;
  • free travel on public transport;
  • 50% discount on sanatorium holidays;
  • 50% discount on a number of certain medications;
  • preferences in training.

If a citizen with group 3 works, then he is entitled to a reduced working week of 40 hours and a 60-day vacation. And the employer has the right to dismiss an employee with disabilities only if he undergoes treatment or rehabilitation for an excessively long time, exceeding 4 months. But severance pay and sick leave due on a certificate of incapacity for work are fully retained for such an employee.

Three groups of visual disabilities

So, today there is III disability group:

  • Group I – visual acuity 0.04, blind people and those who note a narrowing of the boundaries of the visual field from 0 to 10 degrees;
  • Group II – visual acuity from 0.05 to 0.1, people with an increased degree of low vision and with a narrowing of the boundaries of the visual field from 10 to 20 degrees;
  • Group III - they note a narrowing of the boundaries of the visual field, a narrowing of the visual boundaries from 20 to 40 degrees, and also note a moderate impairment of visual functions.

To obtain a group, you need to collect a package of documents and submit it to the bureau of medical and social examination. Until March 1 of this year, citizens who already have a group do not need to visit the ITU office.

Will disability be automatically extended after March 1, 2021?
